What’s the deal with the green algae in Boracay?

There's a rumor that the abundance of green algae in Boracay is caused by sewage run off from the island that the algae feeds off. Locals have told me that the algae is a natural phenomenon that's responsible for the creation of the white sand that everyone loves. I don't know what to believe. Here's what I learned.
